Action Plan


First phase
 
Interventions that should be adopted during the first year. Among other measures, the following must be incorporated:
  • Agreement for the approval within one year of council by-laws regarding thermal solar energy for new buildings and lighting in public areas.
  • To introduce economic and fiscal measures which favour the implementation of renewable energies and means of urban transportation that create less contamination.
  • Energy efficiency measures and criteria in the new council contracts and in the council services adjudication competitions.
  • Minimum conditions for the purchase of council equipment that favours sustainable criteria.
  • The progressive incorporation of energy efficiency systems and implementation of renewable energy in the council buildings and premises. Agreements with those Associations of companies in the thermal solar and photovoltaic solar sector who favour the aforementioned implementation.
  • The implementation of traffic calming measures, and where the need arises, the restriction of private traffic in certain areas of urban centres: the pedestrianisation of streets, parking restrictions, speed limits, etc.
  • Agreements with economic agents and consumer associations to promote domestic efficiency equipment (class A) and for the good use of energy in private homes.
  • Sensitivity campaigns regarding the efficient use of energy.
  • Reserving land for planting trees and bushes, increasing green areas and recreational spaces in the cities.
Second phase
 
Interventions that should be adopted over the next few years:
  • Council energy plans that include the requirement for energy efficiency in council installations and services: supply, cleaning and treatment of residual water, council installations, etc.
  • Energy audits and certification of council buildings and dependent installations. Progressive substitution of the less efficient technologies in the council buildings and installations.
  • The incorporation of renewable energy in council buildings and installations.
  • Application of council by-laws regarding renewable energy and lighting in public places.
  • All of the measures referring to over ground urban transport should be included in the writing and approval of a Sustainable Mobility Plan in which the adoption of pacification and restriction measures for the use of private vehicles in a progressive manner with the consensus of the affected sectors should be included: citizens associations, businesses, etc. The Mobility Plan should encompass collective transport in the new urban developments, as well as alternative methods to motorised transport.
  • To favour fleets of energy efficient and cleaner energy vehicles: gas, and bio combustibles.
  • The promotion of bioclimatic architecture in the new expansions to the urban layout as well as the rehabilitation of buildings where it is technically viable.
    Rationing of the use and consumption of land.
  • To promote those means of transport that use less energy and produce less contamination in the new urban layout expansions: walking, by bicycle, collective transport.
